Yes. Kealakekua Bay, HI is snorkelable directly from shore.
Calm mornings before about 10 a.m., since the afternoon Kona breeze chops the surface and cuts visibility. Ka'awaloa Cove is the sheltered side, while the Napo'opo'o shore takes surge when a north or northwest swell runs.
Free lot at Napo'opo'o Beach Park, roughly 20 to 30 cars, often full by mid-morning at weekends. The wharf gate is shut to vehicles, so it is about a 500 ft walk down to the landing.
